Scholarship Applications Now Being Accepted for 2026-2027

Applications are now being accepted for the Delegate Julie Palakovich Carr Scholarship. The scholarship is open to residents of Maryland's 17th legislative district (Gaithersburg and Rockville) who are full-time or part-time students.

Each member of the Maryland General Assembly provides scholarships to Maryland residents, although our application processes vary. My office awards funds through four mechanisms: 1) directly to students on the basis of financial need, 2) directly to displaced federal workers and contractors, 3) through the Universities at Shady Grove, and 4) through the Montgomery County branch of the NAACP.

The delegate scholarship is open to community college, undergraduate, and graduate students. Both full- and part-time students are eligible to apply. Students at certain trade schools are also eligible, as are students pursuing a certificate or license at a community college.

The scholarship is for use at a Maryland institution of higher education. You may only use this scholarship at an out-of-state school if your major is not available at a Maryland school or if you are a Maryland resident serving in the military and are stationed out of state. The Maryland Higher Education Commission must identify your major as “unique” for you to qualify for out-of-state use.

Any District 17 resident may apply for the scholarship, regardless of citizenship status, so long as they qualify for in-state tuition.

Finally, please note that the scholarship is for a single academic year. Prior recipients must reapply each year.
