Delegate Julie Palakovich Carr Social Media Policy

This document constitutes the social media policy of Maryland Delegate Julie Palakovich Carr (the “Policy”). This Policy applies to any social media maintained by Delegate Palakovich Carr under the authority the Maryland political campaign account, Friends of Julie Palakovich Carr, including but not limited to Facebook, Twitter, and Instagram.

Purposes

Delegate Palakovich Carr maintains social media and other electronic platforms using personal and political campaign resources that provide governmental and legislative information to her constituents, Marylanders, and other interested parties, as well as serve as advocacy platforms for Delegate Palakovich Carr’s legislative and policy positions and priorities.  Delegate Palakovich Carr recognizes that these social media platforms can also serve as public forums to discussion with and among users.  Delegate Palakovich Carr will encourage vigorous constructive comments and will not discriminate based on viewpoint but reserves the right, in accordance with this Policy, to remove comments or posts and restrict access to one or more social media accounts.

Comments

To facilitate the purposes of the social media platforms, comments may be removed if they contain, constitute, or link to: 

  • Malicious or harmful software.

  • Advertisements, promotions, or solicitations of a commercial product or service.

  • Confidential, personally identifying, or private information as defined by State law.

  • Profanity, nudity, indecency, or obscenity.

  • Threats of violence or to public safety including hate speech that is threatening or violently provocative.

  • Copyrighted materials in violation of State or federal law.

  • Disruptively repetitive content.

  • Remarks that are clearly unrelated to governmental concerns.

Rules 

The following rules apply to the social media platforms: 

  • Users that make express or implied threats of violence or to public safety may be reported to the Maryland State Police for investigation.

  • Users may be temporarily or permanently restricted from accessing the social media platform if they repeatedly and consistently violate this Policy.

User-generated content

Delegate Palakovich Carr monitors the social media platforms but is not responsible for content generated by users on these platforms. A Comment is the opinion of the commentator only. Publication of a Comment does not necessarily imply endorsement of, or agreement by the Maryland General Assembly, the Maryland House of Delegates, or Delegate Palakovich Carr.  Comments and content should be understood to be entirely public, and users should not write Comments with any information that they consider, or would like to keep, confidential.  Confidential constituent matters should be sent to Delegate Palakvoich Carr in writing at 221 House Office Building, 6 Bladen Street, Annapolis, MD 21401 or electronically via Julie.PalakovichCarr@house.state.md.us.
